Why it was specified this way

Running a backsplash to full height removes the horizontal break that a standard 450mm splash creates, and makes a modest kitchen feel taller. The difficulty is everything that interrupts it: outlets, switches, the range hood, and the cabinet returns.

The craft point is alignment. Outlets cut so their edges follow the joint pattern look deliberate; outlets cut wherever the electrician happened to place the box look like an accident. That decision is made at layout, before the first tile is set.
